You can make the Thin Leather Cord with Thin Leather using one of the Looms in the Tailoring Studio. Similarly, you can make the Koa Wood with Koa Log using the Handicrafting Ledge over there. Sandpaper you can buy from Chiwurinerk.

You can get Windwisp's Membrane by going to Heiron and catching the Shifting Windwisp.

I recall reading about a Teleport Statue in Heiron, at Drake Temple Ruins. If you teleport to upstairs, you should see the Drake Stone Statue.

Play the flute there, an Acheron Drake should appear.

Utsida said he should fix it first to find out what it is. When you got all the necessary materials, he determined the flute might be able to summon an Acheron Drake, and that you should test it.

When you went to the Drake Temple Ruins and played it, a Acheron Drake named Akairun of Medeus appeared.
