It’s an outpost that the Apsu corps soldiers of the past used as a gathering point to resist Tiamat.

Laphsaran originally belonged to Apsu.

Maybe they chose to put an outpost there for a specific reason.

While looking for a hidden route out of Laphsaran, you investigated Apsu’s Renegades Base, because the people there had been here the longest. During your investigation, you discovered that there was once a route out to another region, but it had been destroyed.

As you couldn’t use that route, you decided to try to find out more info directly from the Tiamat Legion.

According to eyewitnesses, the Tiamat Legion are harvesting blood drana in Laphsaran and transporting it to Tiamaranta.

You investigated a nearby garrison and informed the Scout Commander there of what you had learned. He was very serious as he told you that this was incredibly important information.
